Scratch Org配置Consumer Goods Cloud：ECA创建失败&Connected App配对报错

我用Enterprise org创建了一个scratch org来配置Consumer Goods Cloud。按照官方设置文档要求，需要创建External Client App（ECA），但在scratch org里操作时碰到报错：

"The Org Scoped External Client App must be in the format DeveloperOrganizationId:ExternalClientAppDeveloperName"

我想知道scratch org是不是不支持创建ECA？

因为ECA用不了，我换成普通Connected App（已经启用OAuth并上传证书），进入Processing Services Pairing App→添加连接详情，输入Connected App的consumer key后点Connect，又收到报错：

"We couldn't create a tenant. Check the Consumer Key is valid and the Connected App configuration is correct.."

我的问题：

• Scratch Org是否不支持创建ECA？
• 若不支持，Connected App是否可与Processing Services Pairing App配合使用？
• 若可配合，为何反复检查配置仍报错？

注：我已经注意公证书有效期，每次尝试前都会把过期的公证书更新到Connected App里。
