Windows 64位环境安装Matplotlib Basemap时msbuild命令失败问题求助

各位好，我是Matplotlib的新手，最近想在自己的Windows 64位笔记本上安装Basemap，目前我的环境是Python 3.11.5，已经成功完成了以下几项操作：

• 安装了 pyproj-3.3.1-cp311-cp311-win_amd64.whl
• 安装了osgeo4w
• 在Visual Studio Build Tools中安装了「Desktop development with C++」工作负载，还额外添加了两个独立组件：
  • Windows 10 SDK
  • MSVC v143

不过当我尝试安装 basemap-1.3.3-cp311-cp311-win_amd64.whl 时，遇到了报错，具体错误信息如下：
