Ubuntu 20.04下使用tlmgr安装fullpage包失败问题求助

我在Ubuntu 20.04上通过以下命令安装了LaTeX：

sudo apt install texlive

现在我尝试用tlmgr安装fullpage包，先后试过这两条命令：

tlmgr install fullpage

以及

tlmgr --verify-repo=none install fullpage

但每次都会得到这样的提示：

(running on Debian, switching to user mode!)
tlmgr: Local TeX Live (2019) is older than remote repository (2023).

我现在有两个疑问：

• 既然本地安装的是2019版（确实挺老的了），为什么它会去搜索不匹配的远程数据库？
• 这么基础的操作为什么不能开箱即用？我没做什么复杂的设置啊。
