Mac系统下Docker中Oracle 12c无法通过Oracle SQL Developer连接求助

I'm trying to connect to an Oracle 12c instance running in Docker using Oracle SQL Developer on my Mac, but I keep running into this error:

执行请求操作时出错：IO Error: The Network Adapter could not establish the connection Vendor code 17002

I've already installed the Oracle Instant Client, and here's my tnsnames.ora configuration:

orcl = (DESCRIPTION = (ADDRESS = (PROTOCOL = TCP)(HOST = localhost)(PORT = 1521)) (CONNECT_DATA = (SERVICE_NAME = orcl) ) )

I've also attached a screenshot showing the error details. Could anyone help me troubleshoot this issue?
