VBA调用oShell.Exec时偶发80070005（拒绝访问）错误求助

大家好，我遇到一个特别棘手的偶发问题，想请各位帮忙分析下！

我碰到的完整错误提示是：
Run-time error -2147024891 (80070005):

最奇怪的是这个错误不是每次都会出现——有时候程序运行完全正常，有时候就突然弹出这个「拒绝访问」的错误。我特意试过不使用管理员权限，手动在命令提示符里执行对应的命令，是可以正常运行的，没有任何权限问题。

通过调试我定位到，代码会卡在这一行：
Set oExec = oShell.Exec(sCmd)

这里的sCmd具体内容是：
C:\Program Files\ANSYS Inc\Shared Files\Licensing\winx64\lmutil lmstat -c 1055@ansyslmserver -f
