Azure环境下ProFTPD FTP账户无法访问问题求助

各位大佬好，我碰到了一个FTP访问的棘手问题，想请大家帮忙排查下：

我在Azure云上创建了一台Ubuntu 22.04版本的虚拟机，并且安装配置了Proftpd服务器，这台服务器部署在NSV270防火墙之后。

目前我可以通过外部IP正常访问SFTP账户，但不管用哪款FTP客户端，切换主动或被动模式都没法正常访问FTP，每次尝试获取目录列表时都会超时，具体的报错日志如下：

Status: Connection established, waiting for welcome message...
Status: Plain FTP is insecure. Please switch to FTP over TLS.

Status: Retrieving directory listing...

我实在搞不清楚问题出在哪，希望有经验的大佬能给点思路，谢谢大家！
