使用pdftk加密的PDF无法在Windows的Adobe Acrobat中打开及解密的问题求助

大家好，我最近碰到一个跨平台的PDF加密问题，想请各位帮忙看看：

我在Ubuntu 22.04系统下用pdftk给PDF加密，但是加密后的文件拿到Windows上用Adobe Acrobat却没法解密打开，具体情况如下：

最开始我按照说明执行了这条加密命令：

pdftk input.pdf output output.pdf owner_pw 1234567890 user_pw 1234567890 allow printing

结果pdftk直接报错了，内容是：

Error: The user and owner passwords are the same.
PDF Viewers interpret this to mean your PDF has
no owner password, so they must be different.
Or, supply no owner password to pdftk if this is
what you desire.

于是我调整了命令，只设置用户密码：

pdftk input.pdf output output.pdf user_pw 1234567890 allow printing

这次成功生成了加密后的output.pdf，在Ubuntu本地用用户密码能正常打开查看，也能打印。但把这个文件传到Windows上用Adobe Acrobat打开时，输入同一个密码却提示“密码不正确”，完全没法访问。

想请问各位，是不是我加密的方式有问题？有没有什么需要调整的地方，能让pdftk加密的PDF在Windows的Adobe Acrobat里正常解密打开呢？
