公司电脑pip安装pandas超时及依赖安装失败求助

我在公司电脑上尝试安装Pandas，首先执行了标准安装命令：

pip install pandas

但多次重试后都出现了连接超时的问题。

之后我下载了对应版本的离线安装包：pandas-0.22.0-cp27-cp27m-win_amd64.whl，执行本地安装命令：

pip install pandas-0.22.0-cp27-cp27m-win_amd64

结果还是失败了，抛出了一系列网络超时和依赖缺失的错误：

我重复尝试安装这个whl包还是失败，后来又尝试用代理命令安装相关依赖：

pip --proxy=IND\namit.kewat:xl123456@192.168.180.150:8880 install numpy

但依旧没法成功安装Pandas。不过奇怪的是，我可以通过浏览器正常访问PyPI上的Pandas文件页面。
