无浮动IP情况下从OpenStack服务器SSH连接实例失败的问题求助

大家好，我碰到了一个OpenStack网络相关的问题，想请教下各位大佬：

因为一些原因我不想使用浮动IP，已经通过br-ex配置了路由来连接我的实例。我的OpenStack服务器IP是10.90.0.236，还有一台名为Test-VM的实例，它的IP是192.168.120.39。

目前的网络状态是这样的：

• 两者之间ping完全正常
• 我可以从Test-VM SSH到OpenStack服务器
• 但反过来，从OpenStack服务器无法SSH连接到Test-VM（除非用浮动IP才行）
