InspIRCd启动时无法绑定地址的问题求助

各位好，我正在尝试搭建自己的IRC服务器，但是运行./inspircd start启动程序时遇到了绑定地址失败的问题。我已经关闭了UFW防火墙，也配置好了端口转发，但问题依然没有任何改善，具体的错误输出如下：
