解决Spring Data JPA关联查询返回重复Department实体的问题

这个问题在JPA关联查询里很常见——你通过inner join关联Department和Employee时，Hibernate会为每一对匹配的(Department, Employee)组合返回一条结果。如果一个部门下有多个符合isActive != 'N'条件的员工，同一个Department实例就会被重复返回多次。
