Ubuntu独立本地NTP服务器客户端同步提示strata is too high问题求助

各位大佬好，我在Ubuntu上搭建了一个独立的本地NTP服务器，本来打算让其他NTP客户端从这台机器获取并同步时间，但现在客户端那边一直提示strata太高，没法正常完成同步。我把服务器上的/etc/ntp.conf配置内容贴出来，麻烦帮忙排查下问题所在：

目前我只配置了本地时钟作为参考源，没有连接外部NTP服务器，请问是不是这个设置导致的strata过高？有没有办法调整让客户端能正常同步呢？
