使用pip安装Python库fisher时构建Wheel失败的问题求助

我最近尝试用pip install fisher命令安装Python的fisher库，但一直卡在构建Wheel的步骤，报错退出了，具体的错误输出如下：

看起来是加载pyproject.toml文件时出了问题，提示找不到'tool'相关配置？有没有大佬遇到过类似的问题，能帮忙看看怎么解决吗？
