我尝试了各种办法安装pesq库，但不管是在Google Colab还是本地Miniconda环境里都失败了。发现这个库在Python 3.10.12及更高版本中能顺利下载安装，但在Python 3.7.17或者3.7.10版本里就会报错，每次出现的错误都和上面的日志一致。

我已经试过更新多个版本的wheel、setuptools、requests，也确保numpy、cython这些依赖都安装好了，甚至还检查并配置了C编译器g++，但都没解决问题。我还随机搜索尝试了网上的各种代码片段，依然没有效果。

有没有人能帮我解决在Python 3.7.17环境（Colab和本地）中安装pesq 0.0.2的问题？另外能不能详细说说错误的根源到底是什么，这样下次遇到类似问题我就能自己处理了。
