VB.NET应用中SOAP 1.1服务textMessageEncoding配置位置咨询

这是最常用的方式，直接在配置文件里定义自定义绑定并关联到服务引用：

1. 找到<system.serviceModel>节点，没有的话就新建一个；
2. 在<bindings>下添加自定义的basicHttpBinding，明确指定textMessageEncoding的messageVersion为Soap11；
3. 在<client>节点里把你的服务引用关联到这个自定义绑定。

注意：如果之前自动生成的服务引用用的是wsHttpBinding，一定要换成basicHttpBinding，因为wsHttpBinding默认是SOAP 1.2，而basicHttpBinding天然对应SOAP 1.1，加上textMessageEncoding的设置是双重保障。
