Why It Wasn't Working
The core issue is that modal dialogs run their own message loop that takes priority over the main window's message handling. This meant the processed command never reached the active modal dialog.
The Solution That Fixed It
After researching how to get child/modal windows to handle accelerators, I moved the accelerator handling directly into the modal dialog class:
- Add an accelerator variable to the dialog: Add an

PreTranslateMessage: Implement this method in the dialog to handle accelerator translation using the dialog's own window handle:
