Django clean_<fieldname>()未抛ValidationError，多标签超量校验失效

Django 表单的单字段自动校验有强制的方法命名约定：只有命名格式为 clean_<字段名> 的方法，才会被自动纳入校验流程执行。
你当前实现的方法名是validate_tags，完全不符合这个命名规则，Django在执行表单校验时根本不会主动调用这个方法，方法内部的标签数量判断逻辑全程不会运行，自然不会抛出预期的ValidationError。

• 就算把方法名改成符合规则的命名，当前的数量判断逻辑也存在运行时错误：ModelMultipleChoiceField 经过清洗后返回的是标签对象的集合（列表/QuerySet），直接把集合对象和整数4做大小比较（if tags >4）会触发类型错误，根本走不到抛出ValidationError的分支。这里需要通过len(tags)计算实际标签数量做判断。
• 全局clean方法没有返回清洗后的cleaned_data，会导致所有经过单字段校验处理的字段值全部丢失，后续流程无法读取合法的字段内容。
• 测试用例的判断逻辑存在偏差：errors.as_data()返回的是字典结构，键为校验失败的字段名，值为对应字段下的错误对象列表。原代码直接遍历字典得到的是字段名字符串，永远无法匹配到错误消息，断言永远不会命中。
• Meta配置里的error_messages使用了不存在的字段键name，实际对应的标题字段名是title，自定义的错误提示永远不会生效。
