GitHub Actions缓存Python依赖后找不到mypy命令该如何解决？

你当前配置的缓存路径~.cache/pip是pip的下载缓存目录，仅用于存储pip拉取的安装包文件，避免重复下载依赖包，并不会缓存实际安装到运行环境中的依赖文件及可执行程序。因此缓存命中时你跳过了依赖安装步骤，运行环境中根本没有安装mypy等依赖，自然会抛出命令未找到的错误。
另外你填写的缓存路径存在拼写错误，正确的pip下载缓存路径应为~/.cache/pip，缺少的斜杠会导致缓存路径匹配失效。

提供两种常用的稳定方案，按需选择即可：

方案1：缓存虚拟环境（更推荐，隔离性强） #

将所有依赖安装到独立虚拟环境中，直接缓存整个虚拟环境目录，缓存命中后直接激活即可使用所有依赖：

不需要虚拟环境的场景下，使用--user参数将依赖安装到用户目录，同时缓存该目录和pip下载缓存，再将pip可执行文件路径加入系统PATH即可：
