问题根因 #

Maven的全局settings.xml与用户settings.xml的<activeProfiles>配置默认是合并生效而非覆盖，你在用户配置中新增P2的激活配置后，实际是全局默认的P1和用户指定的P2同时处于激活状态，二者存在冲突配置时全局P1优先级更高，所以表现为仅P1生效。

解决方案 #

方案1：禁用全局默认profile后指定目标（推荐） #

无需修改全局配置，直接在用户settings.xml中通过Maven内置的profile禁用语法实现，配置示例如下：
