如何配置DataBinder使用指定Locale识别逗号作为十进制分隔符

根本原因 #

你设置全局Locale不生效的核心原因是：Spring DataBinder默认的字符串转数字类型转换器没有使用你配置的全局Locale，默认使用与系统Locale绑定的数字格式规则，无法识别法语区域的逗号分隔符。

修复方案 #

方案1：为当前DataBinder注册自定义属性编辑器（推荐，针对性强） #

直接给当前DataBinder的double类型注册适配法语Locale的CustomNumberEditor即可，修改后的测试用例代码如下：

如果有多个DataBinder都需要使用相同的Locale规则，可以预先配置通用的ConversionService，统一注入到所有DataBinder中：
