报错根因

你遇到的IDX13300错误是由于对接的身份提供商（IdP）返回的SAML断言中，<saml:AuthnContext>节点下的DeclarationReference属性值不符合规范，不是合法的绝对URI，底层依赖的Microsoft.IdentityModel.Tokens.Saml2组件在校验该字段时抛出异常。

实现步骤

自定义继承Saml2SecurityTokenHandler的处理器类，重写身份验证上下文的解析逻辑，直接跳过该节点的校验：
