问题原因分析

核心问题：listStudentsWhoMetGoals是HomePage类的final成员变量，会在类实例化阶段就执行driver.findElements查找元素，而你是登录成功后才跳转仪表盘页面，类实例化时数据表还未加载完成，此时查找直接返回空列表。后续调用clickFirstStudent时列表size为0，直接走else分支退出浏览器，没有执行点击逻辑，且分支内没有抛出异常，所以测试框架会判定用例执行通过。
第二个问题：你调用的ExplicitWaitFactory.performExplicitWaitForList方法在贴出的显式等待工厂类中并未实现，要么运行时抛出方法不存在异常，要么等待逻辑完全未生效，列表元素始终处于未就绪状态。
硬编码单个元素定位可以成功，是因为单个元素查找的时机是在页面加载完成后，和提前初始化列表的时机完全不同。

解决方案

修改列表获取逻辑，不要提前初始化
删掉原来的final成员变量定义，改为调用时动态查找元素，避免页面未加载就提前获取空列表：
