1. 初始化存储结构 #

先定义一个全局字典存储各服务器的禁用命令列表，需要重启不丢失的话可以自行扩展写入JSON/数据库：

2. 修改toggle命令 #

把原来的机器人所有者权限改成服务器管理员权限，逻辑改为操作当前服务器的禁用列表：

补充说明 #

• 要实现重启后配置不丢失，可以在每次执行toggle操作后把guild_disabled_commands序列化为JSON写入本地文件，机器人启动时读取文件还原即可。
• 如果需要支持子命令的独立开关，把存储结构里的命令名替换为command.qualified_name即可。
