Rails条件验证if参数不生效，出发地目的地id相同校验失败问题

问题根源 #

你写的校验逻辑和预期目标完全相反：
当前代码中validates :to_id, presence: true, if: :from_different_to?的含义是：只有当出发地ID和目的地ID不相同时，才校验目的地ID必填，完全没有实现「出发地和目的地不能相同」的校验规则。
当你在测试中将to_id改为和from_id一致时，from_different_to?返回false，对应校验直接跳过，没有任何规则阻止两个ID相同，所以@trip.valid?返回true，触发assert_not的报错。

修复方案 #

方案1：自定义校验方法（兼容所有Rails版本） #

先删除to_id校验的if参数，保证目的地ID始终必填，再新增专门的校验判断两个ID不能相同：

class Trip < ApplicationRecord
    belongs_to :from, class_name: "Place", foreign_key: "from_id"
    belongs_to :to, class_name: "Place", foreign_key: "to_id"
    belongs_to :vehicle, class_name: "Vehicle", foreign_key: "vehicle_id"

    validates :price, presence: true
    validates :time, presence: true
    validates :from_id, presence: true
    validates :to_id, presence: true
    # 新增自定义校验
    validate :from_to_must_different

    def from_to_must_different
      if from_id == to_id
        errors.add(:to_id, "不能与出发地相同")
      end
    end
end

方案2：使用Rails内置比较校验（Rails 7+适用） #

如果你的项目用的是Rails 7及以上版本，可以直接用内置的比较校验规则，不需要单独写方法：

validates :to_id, presence: true, comparison: { other_than: :from_id }

改完之后重新跑测试即可通过。
