Telegram 群聊中发送的普通回复键盘、Inline 按钮默认对所有群成员可见，没有原生接口支持仅对特定用户隐藏群聊内的消息组件，你当前遇到的三个问题都是原生机制导致的，可通过以下两种优化方案实现需求。

方案1（最优推荐：完全隐藏菜单给非管理员）：管理员触发后私发专属菜单 #

所有管理类按钮、菜单都只发送到触发操作的管理员的私聊窗口，群内不展示任何管理组件，完全避免非管理员看到或点击：

逻辑说明 #

• 管理员在群内触发指令（比如输入/start、点击群内普通按钮）后，机器人后台校验身份，校验通过直接给该管理员的个人账号发送带管理键盘的私聊消息
• 非管理员触发指令时无任何响应，或仅在群内返回普通文本提示无权限
• 所有管理操作都在管理员私聊窗口完成，点击按钮后机器人可直接在群内执行对应指令，完全不会在群内暴露管理菜单

方案2（次选：允许群内展示按钮，仅管理员可触发） #

如果一定要在群内展示按钮，可以用Inline键盘，点击时校验权限：

• 非管理员点击按钮时，直接返回仅本人可见的弹层提示「您无权限执行该操作」，不会产生任何公共消息
• 管理员点击按钮后，可选择仅更新自己看到的按钮状态，或更新公共按钮状态，非管理员点击无响应

效果验证 #

修改后可解决你当前的所有问题：

• 非管理员完全看不到管理按钮（方案1），或看到也无法触发有效操作（方案2）
• 非管理员点击不会产生任何公共回复，仅本人能看到无权限提示
• 管理操作不会在群内产生公共菜单变化（方案1），或变化仅为公共执行结果，无权限用户无法操作
