问题根因

你是在EF脚手架自动生成控制器、视图之后，才给模型添加的导航属性与外键字段，原有生成代码完全没有适配新的关联关系：创建Company的视图里没有LocationId外键对应的表单项，提交表单时非空的int类型LocationId会被默认赋值为0，既不满足外键约束要求，也通不过模型验证，表单提交被拦截或者验证失败返回原页时，你没有配置验证提示展示，就会表现为“点Create按钮无响应”。
两个模型的导航属性存在双向引用，默认生成的POST动作没有做绑定字段过滤，会把导航属性也纳入模型绑定和验证流程，很容易触发循环验证失败、空引用等问题。
.NET 6及以上版本默认启用非空引用类型校验，你模型里的CompanyName/Country/City/Address都是非空字符串，如果提交时值为空也会触发验证失败，没有验证摘要的情况下前端不会有明显报错提示。
你没有给Location类里的Companies集合做初始化，创建Location实例时如果触发关联对象访问，会有空引用异常风险。

修复步骤

先调整模型定义，补全必要的验证标记、空值初始化，避免无意义的验证拦截和空引用：

修改Company控制器的Create动作，给视图传递Location下拉选项数据，同时通过Bind特性限定绑定字段，排除不需要的导航属性，避免过度绑定和循环验证：

同样修改Location控制器的POST Create动作，通过Bind特性排除Companies导航属性的绑定：

更新Company的Create视图（路径为Views/Companies/Create.cshtml），添加验证摘要和Location选择下拉框：

在表单标签内最开头位置加全局验证摘要，用来展示所有验证错误：

检查迁移状态，如果添加导航属性和外键后没有生成正确的外键约束迁移，执行以下命令重新生成迁移并更新数据库：

Add-Migration AddCompanyLocationForeignKey
Update-Database

重新生成项目，按Ctrl+F5强制刷新浏览器清掉缓存后，即可正常测试CRUD操作。

注意：如果后续需要在编辑、详情页面展示关联数据，记得在查询时用Include(c => c.Location)预加载导航属性，不然会拿到空值。
