WooCommerce结账时已填账单地址则最小化该模块的代码问题排查

• 条件判断完全颠倒：需求是用户已有有效账单地址时最小化展示账单模块，但原代码判断逻辑为!has_billing()，即用户没有账单信息时才执行字段删除操作，触发条件完全相反。
• 地址有效性校验逻辑缺失：仅校验邮编、国家两个字段，既没有覆盖账单必填的姓名、详细地址、城市等核心字段，也没有读取历史订单留存的地址数据，完全不符合需求里的信息来源要求。
• 字段删除逻辑会导致结账报错：直接清空$fields['billing']数组会让结账流程拿不到账单字段参数，触发WooCommerce默认的必填项校验拦截，哪怕用户已经存过地址也无法完成下单。
• 没有兼容字段默认值填充：就算隐藏模块，也需要把已存的地址值写入字段默认值，否则提交时参数为空依然会报错。

以下代码会自动拉取用户「我的账户」内存储的账单地址、最近一笔有效订单（处理中/已完成）留存的账单地址，判定地址完整时默认最小化展示账单模块，显示已存地址文本，同时保留展开修改的入口，不会影响正常结账提交流程：

• 不要直接删除billing字段组，WooCommerce结账流程强依赖账单字段参数传值，直接删除会导致订单创建失败。
• 代码里的$required_billing_fields数组可以根据站点实际的账单必填字段调整，比如需要校验税号、州/省字段可以直接加进数组即可。
• 如果需要完全隐藏账单模块而不是最小化折叠，可以把js里的slideToggle逻辑删掉，同时确保所有字段都填充了默认值，不会触发必填校验。
