GitHub Actions报错：GITHUB_PULL_REQUEST_BASE_REF参数未设置/为空

错误原因 #

该错误源于yu-iskw/action-sqlfluff@v3使用github-pr-review报告器并执行fix命令时，需要对比PR的base分支来识别变更内容，但当前配置存在两个问题：

• actions/checkout@v2默认只拉取当前PR的head分支，未获取完整的仓库分支历史，导致action无法读取到GITHUB_PULL_REQUEST_BASE_REF对应的分支信息；
• 旧版checkout action在pull_request事件下的分支拉取逻辑，可能导致该环境变量无法被SQLFluff action正确识别。

解决办法 #

1. 升级并配置Checkout Action #

将actions/checkout@v2升级到v4，并添加参数拉取完整仓库历史与指定PR head分支，确保action能获取必要的分支上下文：
