部署到Azure App Service后IOptionsSnapshot<>无法动态更新配置

问题原因 #

本地调试/本地Release模式下，FileConfigurationProvider默认会监听配置文件变更，appsettings.json修改后配置会自动重新加载；但部署到Azure App Service的Release模式后，存在以下限制导致动态更新失效：

1. Azure App Service的沙箱环境中，文件系统的变更通知机制可能无法正常触发，配置提供器无法感知文件修改。
2. 生产环境下应用进程可能锁定appsettings.json文件，导致文件修改无法被读取，必须重启进程才能释放锁定。
3. 默认的配置构建逻辑在Azure生产环境中，可能被优化为缓存配置，忽略了reloadOnChange的设置。

解决方法 #

方案一：显式启用配置文件变更监听 #

• IOptionsSnapshot的使用是正确的，它是范围依赖，每次请求都会重新获取最新配置，问题核心是配置源没有正确刷新。
