无法在模拟器运行Flutter项目：TLS协议导致依赖解析失败

已安装Android Studio Chipmunk|2021.2.1 Patch 1，Java版本为8（build 1.8.0_341-b10），在VSCode中运行默认Flutter项目的main.dart时失败。执行flutter doctor检测无异常，但构建时出现依赖解析错误，提示服务器不支持客户端请求的TLSv1.2、TLSv1.3协议，远程主机终止握手。尝试部分修复后，错误简化为无法解析org.jetbrains.kotlin:kotlin-gradle-plugin:1.7.0，仍为相同的TLS协议相关问题。
