Rails API实现按时间戳查询无匹配时返回最近记录

1. 扩展Comment模型的Scope #

保留原有的精确匹配Scope，新增一个用于查找最接近时间戳的Scope：

2. 修改RestaurantsController的Show方法 #

在控制器里加入分支逻辑：先检查精确匹配是否有结果，无结果时再调用新Scope获取最接近的记录：

3. 关键细节说明 #

• 时间解析异常处理：如果传入的时间戳格式无效，closest_to_updated_at会返回空集合，避免接口报错。
• 灵活调整返回数量：把limit(1)改成limit(3)就能返回前3条最接近的评论。
• 兼容原有逻辑：保留了原有的精确匹配逻辑，只有在无匹配时才触发“找最接近”的逻辑，不影响原有接口行为。
