Azure Pipelines的模板表达式（${{ ... }}）属于编译时解析，在管道启动运行前就会完成所有表达式的计算；而通过##vso[task.setvariable]设置的输出变量是运行时动态生成的值。

当模板被引用时，$(check_changes.gitDiff)还只是一个未解析的占位符，编译阶段无法获取到实际的true/false值，导致${{ if eq(parameters.gitdiffbool, 'true') }}的判断逻辑完全失效。

方法1：将步骤模板改为作业模板，通过作业级条件批量控制 #

把function.yml从步骤模板改为作业模板，给作业添加运行时条件，这样作业下的所有步骤会统一根据变量值决定是否执行，无需逐个为任务添加条件：

修改后的function.yml：

方法2：在模板中使用运行时变量条件（适用于必须保留步骤模板的场景） #

如果无法改为作业模板，可以将模板内的编译时条件替换为运行时的condition属性。若要批量控制多个步骤，可以通过定义模板变量统一管理条件表达式，避免重复编写：
