iOS：加拿大法语地区24小时时间格式未在SwiftUI应用中生效

这不是开发者失误，属于iOS系统的Locale配置bug。

问题根源 #

系统自带组件（设置面板、原生应用）与第三方应用获取Locale小时周期的逻辑不一致：

• 法语加拿大（fr_CA）的系统全局预设为24小时制，但Locale.current返回的hourCycle属性错误指向12小时制，导致Date.formatted()和DateFormatter都采用了错误的时间格式。
• 英语英国（en_GB）等地区的Locale.current能正确返回24小时周期配置，因此显示正常；加拿大英语（en_CA）本身默认就是12小时制，不存在该矛盾。

临时解决方案 #

可以通过手动指定正确的Locale配置来规避这个问题：

方案1：SwiftUI格式化时指定修正后的Locale
