一、现象原因 #

在Windows 10/11设备未安装.NET Framework 3.5时，调用mscoree.dll中的StrongNameSignatureVerificationEx函数会触发安装弹窗，核心原因是：
Windows系统的.NET Framework按需安装机制与早期强名称验证逻辑深度绑定——该函数的底层实现依赖.NET 3.5组件的部分逻辑，当系统检测到3.5未安装时，会自动触发系统级的功能安装提示，引导用户补充依赖组件。

二、规避弹窗的方法 #

1. 提前检测.NET 3.5状态再调用 #

在执行StrongNameSignatureVerificationEx调用前，先检测3.5是否已安装，仅在安装完成后执行验证逻辑（检测方法见下文）。

2. 使用.NET 4.x+托管API替代 #

.NET Framework 4.0及以上提供了无需依赖3.5的强名称验证托管API，例如：

• 通过Assembly.LoadFrom加载程序集后，利用AssemblyName.GetPublicKeyToken验证强名称
• 使用System.Security.Cryptography命名空间下的类实现签名验证逻辑，避免直接调用非托管的mscoree.dll函数
