C#调用需yyyy-MM-ddTHH:mm:ss格式DateTime参数的SOAP服务问题

你之前修改Thread.CurrentThread.CurrentCulture的方式无效，原因是：

1. DateTime本身没有固定格式，调试时看到的带空格字符串只是ToString()的输出，不影响最终序列化结果。
2. WCF的SOAP序列化默认使用InvariantCulture，而非当前线程的CurrentCulture，所以修改线程文化不会改变序列化格式。
