你已经确认弹窗不在iframe中，也添加了等待，但仍定位失败，核心问题集中在以下几点：

1. XPATH语法错误
   你写的/div/...是绝对路径，但缺少根节点（HTML），这种写法无法匹配任何元素。且绝对路径依赖多层DOM结构，页面微小改动就会失效，建议改用相对路径（以//开头），结合元素属性定位：

   • 若按钮文本为德语"Alle akzeptieren"（全部接受），可写：//button[contains(text(), "Alle akzeptieren")]
   • 或通过弹窗容器class定位：//div[contains(@class, "cookie-banner")]//button

2. 等待逻辑优化

   • 隐式等待只需在初始化driver时设置一次，无需每次循环重复调用driver.implicitly_wait(10)
   • 固定time.sleep(5)不够可靠，建议用显式等待针对元素可点击状态等待，更精准高效：
