ARM模板部署Action Group报错：listCallbackURL函数位置非法

报错The template function 'listCallbackURL' is not expected at this location的核心原因是：

• listCallbackURL属于ARM模板的资源查询类函数，这类函数的执行依赖已存在的资源，且ARM模板语法明确限制：这类函数只能在resources块的properties属性、outputs块中使用，不能放在variables块里。
• 你当前版本把listCallbackURL放到了variables的logicAppReceivers变量中，违反了语法规则，因此触发报错。

调整模板结构，将logicAppReceivers的生成逻辑直接移到resources的properties中，同时确保listCallbackURL仅在logicAppName非空时执行，具体修改如下：

1. 修正logicAppName参数（设为可选） #

先给logicAppName参数添加默认空值，使其成为可选参数：

验证逻辑 #

• 当不传入logicAppName时，if条件返回json('null')，logicAppReceivers字段被设为null，部署正常；
• 当传入logicAppName时，通过createArray生成合法的接收器数组，listCallbackURL在resources的properties中执行，符合ARM模板语法规则，不会触发报错。
