Azure DevOps Pipeline条件模板引用变量组报错排查

报错的根本原因是变量模板vars-qa.yml的YAML结构不符合Azure DevOps Pipeline语法规范：在variables块中混合使用了「键值对形式」和「列表项形式」的变量定义，导致YAML解析器无法识别后续的列表项（- group: dev-secrets）。

Azure DevOps Pipeline的variables块仅支持两种定义格式，不能混合使用：

1. 纯键值对格式：适用于简单直接变量
2. 纯列表项格式：适用于变量组引用、带条件的变量、复杂变量定义等
