你错误使用了xmlrpc.client.ServerProxy发送请求——Google Analytics的Measurement Protocol基于HTTP POST/GET协议，并非XML-RPC协议，这是导致报错的核心原因。

改用Python标准库的requests模块发送HTTP POST请求（推荐POST，也可使用GET），符合Measurement Protocol的要求。步骤如下：

1. 在Cloud Shell执行pip install requests安装依赖
