核心原因 #

FlowDocument内的Paragraph等文本元素会默认处理触摸事件（用于文本选择逻辑），即使设置了IsSelectionEnabled="False"，内部事件处理仍会拦截触摸事件，导致上层ScrollViewer无法接收到平移手势。

解决方案：使用附加属性传递触摸事件 #

通过自定义附加属性，拦截Paragraph的触摸事件并允许事件向上冒泡到ScrollViewer，从而触发平移手势。
