解决方案：添加预处理任务移除注释行 #

可以在现有CopyFiles@2任务前，新增PowerShell任务过滤注释行，再执行复制操作，提供两种实现方式：

方式1：修改源文件后复制 #

先处理源文件夹中的web.config，再用原有CopyFiles任务复制：

注意事项 #

• 确认脚本中的变量、路径与你的流水线配置一致
• 使用-Encoding UTF8避免文件编码异常，保证web.config格式正常
• 若需处理跨行注释，需调整正则表达式，但当前场景的单行注释用$_ -notmatch '<!--'即可覆盖
