如何用C#控制台程序实现文件删除时终止进程且避免重复操作

需求说明 #

• 当指定路径的文件被删除时，终止运行中的指定exe，之后休眠5分钟（供其他软件重启该exe）
• 当文件存在时，仅休眠5分钟
• 程序持续运行，每5分钟检查一次文件状态并执行对应操作

现有问题 #

当前代码可正常运行，但存在逻辑缺陷：文件被删除后若长期未恢复，代码会每5分钟重复终止目标exe。预期仅在文件从存在变为删除的瞬间执行终止操作，文件持续缺失时不重复执行。
