如何用Python启用Windows自动时间时区设置？注册表修改未生效

问题原因 #

代码调用win32api.RegSetValueEx时参数逻辑错误：该函数第二个参数是注册表项路径，第三个参数才是值名称，你把路径和值名称拼接后传入第二个参数，实际修改的是一个不存在的子项，而非目标项的对应值。

另外，启用自动时区更新仅修改tzautoupdate的Start值不够，还需确保Enabled值设为1；且修改注册表后必须重启相关服务，设置才能生效。
