Selenium自动化测试报错：Chrome failed to start: exited normally求助

本地VM（.NET 6.0.300）上运行正常的C# Selenium自动化测试，在另一台Windows VM（.NET 6.0.407）运行时出现如下报错：

System.Reflection.TargetInvocationException : Exception has been thrown by the target of an invocation. ----> OpenQA.Selenium.WebDriverException : unknown error: Chrome failed to start: exited normally. (chrome not reachable)

报错前Chrome浏览器会打开，但标签页标题和地址栏均显示data:,。两台VM代码克隆自同一仓库，启动参数一致，仅.NET版本不同。当前ChromeDriver配置如下（代码中额外添加了--incognito参数）：
