一、错误原因 #

1. API方法误用：update_ref() 对应Azure DevOps Git REST API的PATCH /refs接口，该接口仅支持修改分支的锁定状态（isLocked属性），不具备创建分支或修改分支指向Commit ID的能力，传入new_object_id等非锁定相关参数必然触发错误。
2. 分支名称格式错误：Azure DevOps要求Git分支名称必须携带完整引用前缀，比如refs/heads/feature-branch，直接传入feature-branch会导致接口无法识别目标引用。
3. filter参数干扰：当指定filter_name时，接口会尝试匹配并更新对应引用，但由于update_ref仅支持修改锁定状态，因此会抛出The only property which can be patched is isLocked的提示。

二、创建新分支的可行方法 #
