.NET 4.8 HttpClient请求mexc.co时无法创建SSL/TLS安全通道

1. 精简安全协议配置 #

移除老旧且不安全的SSL3、TLS 1.0、TLS 1.1协议，只保留TLS 1.2和TLS 1.3（MEXC服务器支持这两个版本）：
