无法部署Cloud Function(gen1)：需确保us.gcr.io读写权限

部署简单Cloud Functions Gen1时触发权限错误，具体报错如下：

"build": ERROR: failed to initialize analyzer: validating registry write access: ensure registry read/write access to us.gcr.io/project_xxx/gcf/northamerica-northeast1/3c5aeef8-dfbd-43de-9873-16a1b68e54ed/cache:4f2ca2a4-acef-42e1-94e2-3123fcd93c70"

已执行的排查/修复操作：

• 本人持有项目Owner权限，先为Cloud Function关联的服务账号授予Artifact Registry Administrator角色，未解决问题
• 更新1：为cloudbuild.gserviceaccount.com服务账号也添加Artifact Registry Administrator角色，报错依旧
• 更新2：给上述两个服务账号均赋予Owner权限，问题仍存在；检查us.gcr.io对应的目标路径为空，删除并重建函数后无效
• 更新3：确认Cloud Build设置已配置所有必要权限，问题未得到解决
