ActiveMQ Artemis 2.28.0升级后Web管理控制台登录失败问题

将ActiveMQ Artemis从2.19.1版本升级至2.28.0版本后，客户端应用可正常连接代理，但无法登录Web管理控制台，具体表现如下：

• 输入错误用户名时，日志输出：

  2023-04-11 09:54:21,360 WARN  [io.hawt.system.Authenticator] Login failed due to: User does not exist: admin1
  

• 输入错误密码时，日志输出：

  2023-04-11 09:54:32,148 WARN  [io.hawt.system.Authenticator] Login failed due to: Password does not match for user: admin
  

• 输入正确凭据时无日志输出，但Artemis控制台提示“Invalid login credentials”错误。

开启Artemis调试模式后，登录时捕获到以下错误日志：

尝试将NO_HAWTIO_ROLE添加至现有amq角色中后，登录成功，但控制台显示空白页面。
