使用Cosmpy模块无法通过区块高度获取区块，求正确调用方法

GetBlockByHeight()是CosmosBaseTendermint类的实例方法，不能直接通过类名调用（直接调用会要求传入self参数，这是实例方法的特性），正确的做法是先创建类的实例，再通过实例调用该方法。
