Spring propdeps-plugin失效：Gradle依赖下载失败求助

之前我可以通过Gradle下载propdeps-plugin插件依赖，但现在这个功能失效了。请问有没有人正在使用该插件，或者了解问题的根源？

Maven依赖坐标：org.springframework.build.gradle:propdeps-plugin:0.0.7

报错信息如下：
